Information, connectivity and networked life as understated but intrinsic qualities of smart cities.

The flow of information has evolved from farmers reading the sign of nature to estimate rainfall, to kingdoms relying on harbinger posted on hilltop communicating warning signs about approaching enemy convoys, to messages critical getting delivered through telegraph using Morse code, to modern-day ICT and mass media revolution.


Connectivity has not just emerged in terms of shortening the physical distance but assumed a new role and meaning that simply didn’t exist centuries back i.e., virtual connectivity.

Networked life, though has existed from the very beginning of societal structural formation, the emergence of trade activities, and evolution of economic ecosystem; it was never as organised, resilient, and transitory as today.

The way social and technological evolution occur, like an almost unstoppable but invisible force; it remained almost unnoticeable, until recently. While we assume that getting timely information, availing universal connectivity, and living a networked way of life is fundamental and intrinsic to society, almost like the presumed service rights; only until we encounter paucity of information, obstruction in connectivity or experience friction or blockage in network.

What it takes for cities to offer a seamless flow of information, ubiquitous connectivity, and resilient modern networked life? Almost all of the above values and conveniences of modern life can be encapsulated under the ambit of the smart city concept; with the concerted efforts of multiple stakeholders.

The city administrations, city managers, and urban planners have to leverage all of these in a holistic, inclusionary, and cautionary manner while creating a fail-safe provision for system redundancy. The discourse around amorphous and shape-shifting “smart city concepts”, yet seemingly an unstoppable force, is increasingly required to be directional and formulative (instead of divisive) to be constructive.

Revisiting landuse

If any part of city, neighborhood, plot or real estate inventory is not performing optimally, or partially vacant or deserted; then possibly assigned land use is not appropriate, which is required to be heterogeneous and able to be readjusted in near real time. The definition of land use as well need to be re-examined.

Land use regulation in any part of world usually has inbuilt provisions of land use conversion, sometimes by complex and lengthy statutory provisions; while land use remains binding for five to ten years or longer. Also, today’s land use plan, might be based on 5 to 10 year or older idea of what growth is or what growth should be or what growth may look like in future.

The actual current growth, desired land use composition and today’s socio-commercial dynamics may or may not match the historically envisaged growth pattern, land use classification; or land use spatial distribution; which usually leads to mismatch in current land use demand, supply, and mix. Hence the nobel intention of development control regulation, though may serve its intended purpose of stopping haphazard development, may also prove to be insufficient or counter-productive due to its rigidity. Further the definition of land use in terms of its current broad categories, and manner of current application in three dimentional space may remain a barrier for quick adaptation to market demand and supply, in absence of further granularity.

The traditional land use regulation is usually top-down, many a times fails to respond to emerging unforeseen bottom-up requirements over years; especially short-term requirements and rarely corresponds to real time requirements. City scale development control regulations or meso scale land use regulations and urban design guideline in all its legitimacy and validity, still by its very nature, may also create a rigid abstract three-dimensional regulated space which may act as a self-limiting criterion, failing to respond to present and real time land use demand pressure and socio-commercial aspirations.

While land use remains, an indispensable city planning tool, it a) may require to reinvent itself to be agile, allowing land usage conversion in near real time; b) may require to factor in dynamic property pricing and associated economic cost-benefit so that not a single acreage of potential urban space or single square feet of precious real estate remain underutilised in a city; c) may require to be implemented at a more granular level i.e., looking at a mixed-use zone or mixed-use building for instance not just as a spatial land use demarcation or a vertically stacked land use, but to be seen as mosaic (pixels) of variety of land usage both horizontally and vertically; compatibility of which can always be worked out.

In spite of multitude of choices, attractions and temptations, people usually tend to spend within the limit, in short, medium and long term. That is, they spend within their possible means, as they know well that they have to settle bills today, tomorrow or one fine day. Realising, that there is no getting away.

On the other hand, public and private institutions know very well that the product or services they are providing today will be paid for today, tomorrow or some other day, with interest, as long as the transaction is recorded and person who is using or buying the service or product is legitimate, so that they can always be traced back.

Which means purchase behaviour at individual end is usually self-regulatory; and institution level fear of not being able to recover the money for product or service rendered is usually illusionary.

If all transaction related to any rendered service or product sold in a city will be recovered eventually, with due interest i.e., without any losses, in a legit society where every citizen is identifiable and accountable for their purchase of such product or services, of course though a leak-proof mechanism, then there is no need for the barriers, barriers which hinder day to day seamless experience of millions living in a city. For a truly seamless experience these barriers will cease to exist.

Seamless experience in a city may mean, its good to have multimodal unified transportation card, but it also means you can travel without need of such card, without any card, as long as you are able to identify yourself at access/ exit points, in one of dozen or more possible ways that can technically be devised with todays technology. Seamless experience also means in this context that you are free to manoeuvre wherever you like in a city, by which ever mode you like, with or without making payment, as payment will eventually be settled. Seamless experience in a city may also mean that you don’t need to carry cash or a debit card or credit card or mobile wallet, to pay for low to medium value products or services below a certain thresholds (say exclude purchase of house or car etc. for now), as long as the purchase is linked to your identity, as payment will be settled eventually, as long as you are legit and you are okay with some incremental service charges.

The seamless city might be perceived as a cashless society today, but a true seamless smart city of tomorrow will possibly be even cardless, credit cardless, and digital walletless. Where consumer's identity itself will be a latent currency, as long as they are able to identify themselves in one of dozen odd ways; where consumer is able to manoeuvre and conduct seamlessly without any boundaries, as long as they are aware about consequences of their monetary actions.

What could be the barometer to know if a city is doing well?

You may be able to figure out if a city or even country is doing somewhat well for community and visitors alike, by observing or experiencing some of following traits.

If you are feeling safe at all time of the day and night in a city. That may mean, your anxiousness doesn't increases (as a function of safety perception) as the night approaches. That is possible when you know there is next bus, tram, metro or train to make sure you reach your eventual destination, and if you could remain assured, that you can be rescued from an unsafe or unwarranted situation.

If you are still able to make sense of place any hour of day and night. That may mean, you are able to orient yourself in space and time throughout the day and night, at any location within city. That is possible when space is easily legible and well illuminated, for you to spatially position yourself in any part of city.

Making city work well is a constant quest for city administrations, urban planners, researchers and many. Targeting above may be a good starting point for any city, as there is always scope of making things good to better and more.

Preconditions and trade-offs of making a great city!

Making great city has preconditions like right aspirations, thorough planning, right partnerships, timely resources, among others. Though process seems straightforward but its as organic and uncertain as gamble. That is because there are trade-offs at each level of preconditions mentioned above and many more. For instance there is wide range of choices available at each precondition level. Then there is wide range of possibilities about when these choices were made (early, midway, late, missed), and who made those choices (public, public representatives, internal or external institutions providing aid, or driven by commercial forces). These organic event timeline, and choices made along the way, shapes the outcome called "City". What is interesting to note here is that events (action) are sometimes spontaneous and choices are sometimes based on intuitions.

Following are some of the "trade-offs" witnessed when it comes to making choices, that has potentials to result in great cities if right degree and mix of choices are made at right time.

PRECONDITIONS

(Right choice/ decision is to be found somewhere in between; while process of making choices many a times are more complex than presented below)

"Right aspirations"

a) Top down (by administration) OR bottom up (by community)

b) Vision A, B, OR C

c) Work on weaknesses and threats OR build on Strengths and opportunities

 

"Thorough planning"

a) Redevelop (brownfield) OR build new (greenfield)

b) Alternative A, B OR C

c) External Expertise OR Local knowledge

d) Plan for now OR plan for future OR wait for particular technology/ concept to mature

 

"Right Partnership"

a) Proven partnership OR Potential new partnership

b) Relying on established industry players OR betting on promising newcomers/ startups

c) Comfort of traditional role OR reward and risk of new emergent roles

 

"Timely Resources"

a) Immediate Borrowing OR Strengthening old/ new sources of revenue

b) Invite talent or build competencies

..and more.

It seems that making a great city is more of an art than science; more learning than demonstration. Right choices at right moment makes a great city, and its never too late.

Additionally amidst range of choices and trade-offs, focus must be on core aspects including liveability, climate, equity, economy, circularity and context, we should be closer to making a city great!

Some thoughts on water infrastructure and water resources

Water supply network infrastructure, if not maintained and operated properly may rather become an infrastructure for speedy wastage the precious high value treated water. Non revenue water (NRW), which is primarily leaked water at trunk transmission/ distribution infrastructure level, is a big challenge across countries and demands no less focus and attention than what we give to minimise water consumption.

The best thing a city administrations can do to immediately start water saving and stop household and facility level water wastage (due to inefficient appliances and leakage), is to a) set aside some amount from budget to replace old water fixtures, install new water saving fixtures and/or retrofit existing appliances/ fixtures (tap/ faucets etc.) with small water saving fixtures in each household, free of cost b) to send technicians/ plumbers periodically and on rotation to each household for checking the health of water fixtures and for maintenance if required, that too free of cost. Reduced effective per capita water usage and reduced NRW shall itself possibly be able to pay for these budget expenses in many cases.

At community level, especially cities with lakes and ponds, and at urban fringe and especially in rural areas, local community should be encouraged to adopt the lake and pond, with appropriate mechanism and incentives.

As a city planners, and as many other professionals, through spatial planning or otherwise (event etc.) should find more reasons and more ways to connect city life and a much border range and profile of citizens, to all sorts of waterbodies, so that more and more citizens feel engagement with water and feel the connect, ownership and purpose to protect and regenerate waterbodies.

Finally scientists and entrepreneurs should devise a new system/ technique/ practice/ frugal and inexpensive tool of shared economy at the confluence of open pond aquaculture, open field farming and indoor aquaponics, so that benefits of scientific aquaponics practices and traditional knowledge of pond based aquaculture/open farming can come together, for benefit to a wider community.

A saying that goes something like - Every peasant measures the sea with the pond in their village - Anonymous

And we also remember the story of elephant, how it was assessed differently, blindfolded.

That is, we have our own idea of scale or measurement unit or performance measurement; at individual level, at institution level and at fraternity level. And we see city as an object of analysis form these lenses.

How city is performing? Depends on the position which each actor takes while posing such question. For instance, real estate developer may see city from asset perspective, assessing city on a per square feet real estate basis, while assigning each zone and neighbourhood a price tag. Urban designers may visualise city as interplay of mass, in terms of built and open spaces, and assigning weightage to each zone based on form and order. Landscape architects, might visualise city as punctuation of green and open within built environment, and assessing liveability of different neighbourhoods based on percentage and access to green. Climate scientists may visualise city as a heat map of energy usage intensity and might like to assess city on per capita energy usage or carbon footprint. Social scientist might be judging city in terms of Human Development Index/ per capita income/ happiness index etc. Transport planners may like to assess city, in terms of road density and model split, spatially assessing city based on ease of access to public transport. Engineers may judge performance as per capita power and water availability etc. And so on. List is long. Though mostly it remains a composite assessment based on quantitative and qualitative parameters. But sure qualitative also still has benchmark, scale.

City as a physical dynamic entity may mean different things to different actors, stakeholders and fraternity, but it practically cannot fit 100% in the aspiration and assessment matrix of each actor. There may be mismatch in their aspirations and assessment satisfaction, because of different assessment tools they use, assessment scale with which they are comfortable with, intuitively. So usually consensus in city making process is reached when parties arrive at a win-win situation after rounds of discussions and deliberations, also a trait of network governance.

As cities are expected to change, at the same time measurement scales and industry wide fixation or affinity with particular assessment indices also need to change/ evolve over time, in a synergistic manner. We sometimes need to leave a particular stand or position to see things from each others perspective, to appreciate "City" for instance, in the grand scheme of things.

Taking example of a street

Lets see the possible levels of articulation of urban streets, in increasing order of sensitivity/ relevance. It is noteworthy that city administration in different parts of world simetimes choose to stop at any given stage of sensitivity depending on their statutory mandate, resource and motivation.

1. Basic street or road design, that can simply be achieved by adhering to standard engineering practices (dry, wet underground/ surface utility), following road design code book, following landuse regulations, and following design standards for different hierarchy of roads. Above is mostly possible without traffic modelling, without bespoke landscape design input and even in absence of urban design guideline.

2. Further, a good street design can be considered one that takes traffic modelling into consideration. Street that has urban design guideline in place and follows streetscape guidelines, also one that utilises tailored landscape, street art, street activation etc.

3. A better street design is possibly one that follows emerging good practices of low impact development, blue-green infrastructure design principles, urban heat island mitigation measures, rewilding, wind flow and shadow analysis etc.

4. Even better street design is the one that takes context into consideration i.e., adjoining laduse typology based activity intensity, local community needs, user ability and comfort, recreational needs, prioritization of road users including hierarchy of transit modes, adapting activity over the day.

5. Also those streets that considers, safe way to school, vision zero, disaster preparedness etc.

6. Then there are those streets which consider reclaiming rights of certain types of users (sometimes bottom up and radical),

7. Further there are those streets which are adapting itself to autonomous and EV transit regime, predictive monitoring, IOT based experience, AI algorithm, VR utilities, and ground for ML,

8. Also there are those which just started to consider following elements in street design, like psychological impact of street on different demography, perception by cultural groups, adapting streets to different demographic traits (age, gender), equity etc.

9. Then also those streets which may be adapted to requirements of wider spectrum of special needs and aspirations of previously subdued and unrecongnised social strata.

Realising the complexity and granularity that may exist in design of a street (and cities in general), seems that the current narrative, discourse and debate on street (and cities), still remains quite fragmented. A broader outlook and comprehensive approach may help plan better.

You may be able to figure out if a city or even country is doing somewhat well for community and visitors alike, by observing or experiencing some of following traits.

If you are feeling safe at all time of the day and night in a city. That may mean, your anxiousness doesn't increases (as a function of safety perception) as the night approaches. That is possible when you know there is next bus, tram, metro or train to make sure you reach your eventual destination, and if you could remain assured, that you can be rescued from an unsafe or unwarranted situation.

If you are still able to make sense of place any hour of day and night. That may mean, you are able to orient yourself in space and time throughout the day and night, at any location within city. That is possible when space is easily legible and well illuminated, for you to spatially position yourself in any part of city.

Making city work well is a constant quest for city administrations, urban planners, researchers and many. Targeting above may be a good starting point for any city, as there is always scope of making things good to better and more.

Meaning and benefits of public transport goes beyond what is usually understood or quantified.

Public transportation system is versatile and agile, not only as a mode of communication, but it also presents an opportunity-scape that resembles city itself. Public transport can also be seen as a public space in motion, having several traits like a public square or public plaza. Transport system or rolling stocks also serves complementary urban landuse functions. For instance sometimes like "office", as so many business calls are made and emails are send from within the fleet system of public transport, on a daily basis, across the world. "Institutional", like Library, considering all the book chapters completed by scores of commuters while travelling in metro, tram and buses. "Commercial" considering all the money spent on online shopping and e-commerce while completing journey in public transport. Also "dining" for example, scrolling through menu and placing food order online while travelling in metro and tram, timing order and tracking delivery perfectly, so that your hot meal also gets delivered by the time you reach home. Or “theatre” considering all the movies streamed during travel in public transport, not to mention in a rather very different ambient setting than typical original landuse.

Public transport sometimes also challenges the notion of "what should be" when it comes to design of architectural spaces, for instance "library” is always designed with an idea of maintaining 'pindrop silence' within the space, considered conducive for study, then what about millions of books being read by people on the go world over, while commuting in the public transport, reading  digital or hard cover book, few para or a few pages a day to slowly complete the book, be it fiction or science, that too right within the bustling chaos and white-noise of public transport. 

Public transport can be considered a microcosm and miniature reflection of city in which it is situated. Taking clues and inspiration from multi-functionality and multidimensionality of public transport system, it would be worth revisiting traditional design and planning role and values around public transportation system.

Effective use of vacant real estate inventory and land use interoperability as an innovative shared economy model.

The ~2.5% to ~25% of vacancy rate witnessed across world in range of real estate inventories including residential, to offices, to commercial, to hospitality, suggests to have a new business and governance model and calls for emergence of a niche "integrator sector", that is as impactful as real estate and as efficient as shared mobility sector. We see algorithm at work when cab services, rideshare or MaaS make use of technology to match demand and supply to maximise the use of inventory, there is no reason why same logic can’t be applied in the real estate inventory case, except for the self imposed, static and limiting regulations of land use. Making effective use of this last quarter vacant inventory may prove to be the one missing piece of puzzle towards sustainable use of resources and circular economy. Need of this new integrator sector or functionality, either private or public, emerges as traditionally fragmented sectors of real estate and hospitality has been unable to fill this last mile vacancy gap.

Another missing piece of puzzle is the short to medium term interoperability of land use. That basically means, residential demand (rental, student housing etc.) is not necessarily to be fulfilled only by residential land use but may possibly be served by vacant office or commercial spaces as well and visa versa, that further implies revisiting and reinventing the structure, definition and statutory construct of land use, which may choose to allow room for swift, smooth and temporary interoperability i.e. near real time to quick on demand land use changes, which theoretically seems plausible. Land use here may mean a unit, to floor, to facility to altogether a neighbourhood. The only actual time lag that is there, is the time required for remodeling one land use space to another purpose, contractual and operational arrangements. There are great examples across the world where horizontal or vertical or mosaic mixed use spaces coexist in harmony.

What is required, is to have a centralised real-time stock of vacant inventories, stock of upcoming availability based on contract tenure and predicted vacancy modelling, and need of one integrator or consortia of integrators managing same.

City administration individually or collectively at a city, metropolitan or regional level are technically most equipped to bridge this demand supply gap and to do the associated regulatory adjustments as required.

Hoping the next phase of urban digitalisation may be able to solve the puzzle, and reap the benefit of shared economy at urban built environment scale.

Presented as a universally applicable conceptual model.

Cities in search of identity - why its a good idea and where to start from!

Cities as a dynamic entity are not regenerative or replenishing on its own, and the pressure on its infrastructure and resources tend to grow with time due to natural growth reasons. Which also means that left on continued business as usual track city may only last for couple of years until it may require a drastic overhaul to keep pace with new demands and new realities, hence the need of sustainability. Not just that, cities also require to prepare for future and unforeseen challenges like shocks, hence the need of agility and resilience.
Part of cities development is usually already guided by policy mandates form proactive regional and national authorities. Also fuelled by grants, funds and private investments and regular annual budget based on immediate priorities. This is not much different than business as usual case and even considering this scenario, cities may still struggle in long term.

What is noteworthy here is that if cities simply follow the blueprint of someone else, especially just follow top down policy mandates or statutory mandates, it may still do well technically, in terms of economy and operations, but may be at the risk of being an average or mediocre city.

That means cities and city administrations may require to think beyond mandates, to unlock its true potential and taking control of its own fate. This approach i.e. "having its own development plan and own identity" is driven from within, may be result of community based bottom up initiatives, political ambition, regional competitiveness, community ethos etc.

This self driven initiatives of city, in alignment with regional and national directives may be essential for a city to be resilient and distinctive, building on its distinct potential, unique strengths, characteristic resources, peculiar demographic compositions, unique historic and ecological context etc.
Such cities which may act on its own will and motivation, beyond the statutory mandates, are not just able to provide a better quality of life to its inhabitants, but also gain much deserved visibility, harness previously unimagined support, unexpected external aids and attract investments and skillsets like a magnet, while enjoying this new position.
All its takes is either a reinvented leadership or a sufficient build up of bottom-up initiatives or a score card or sometimes a setback.

This process of search for a new identity, for cities, may start with as basic catalyst as creation of a dedicated web portal or social media initiative by city administration, or inviting community members to town hall, or creation of a think tank, for community, professionals from different walks of life, businesses, industry and academia, to share their ideas.

A resilient transportation system is one–

a) that is made of entire low capacity to high capacity public transportation system, and has such system under single apex governing entity, for better control, cross-subsidisation, and better access to fund due to critical mass (applicable in both mono and multi-stakeholder arrangement)

b) that includes even last mile connectivity in its project scope, offering matching service experience (often excluded and usually only limited to feasibility studies or sometime complemented with poor last mile fleet services)

c) which still plans for future growth and expansion even when battling with low ridership at any moment

d) mobilises sound instruments beyond transit infrastructure, rolling stock and fleet, like TOD, value capture, rail and metro station real estate lease, advertisement space lease, monetising experience etc.

e) which forms partnership with other forms of complimentary transportation service providers and competitions like app based cab service, rideshare, micromobility services, bicycle rental; especially for seamless connectivity, healthy mutually rewarding competition, and making use of anonymised data for passenger flow modelling, network analysis and empirical predictions

f) which has opted for digitalisation of governance and operations from customer centric services, to network management, to unified cashless ticketing system, to fleet management and tracking, to predictive maintenance, to fleet automation, to on-demand services

g) which focuses on customer service, customer acquisition and customer retention in all separate target age, gender and ability groups and creates channels to actively seek passenger and anonymous feedback

h) which has excellent online and offline information dissemination and audio-visual display system and hence can devise flexible network configuration and flexible coach configuration without disappointing customers, required to respond to fluctuating demand, many a times experienced due to seasonal and diurnal variation, route characteristics and force majeure event; required to stay financially afloat (system that not just focuses on expansion, but one that is able to sequester as well)

i) finally, public transportation system, which may consider to experiment with real time flexible ticket pricing based of fleet occupancy level using gamut of technological aids like sensors and analytical cameras.

Urban Planning and design can create some serious financial opportunities previously missed by urban local bodies and developers.

At planning and design stage itself decide a threshold unit real estate price for any given commercial (landuse) street; price which is applicable equally for properties on both sides of street. Now shift entire carriageway to some extent towards one side to make typical cross section of Road ROW asymmetrical, hence making more room for pedestrians, users and recreational space on one side of street compared to other. Effectively not only improvising overall public realm, streetscape and (hence footfall) of given street but also adding more footfall on one side of road which is having wider pedestrian realm. Now you should easily be able to charge substantially more per unit commercial real estate cost for that side of road having wider frontage and expecting higher footfall. Price of properties on other side of road remains same as original threshold as still reaping locational advantage.

Theoretically idea can expand to any landuse and to any part of city!

Essence of a true egalitarian city in actual and figurative sense.

City is an embodiment of heterogeneity, a scintillation of aspirations and a crucible of democracy.

Metaphorically, a true egalitarian and utopian city will treat all it's inhabitants equitably, will provide abundant opportunity to everyone and will cherish indiscriminating spatial and build forms.

It's important question to ask here whether our current spatial and metaphorical dimension of city is egalitarian, unbiased, and equitable in true sense and built on values of democracy or it is still being built on edifice of aristocratic values as reflected in its built form, hierarchy and distribution of spaces in its struggle of power play. Is it that hierarchy and articulation of spaces as well as gradation, grandeur and power of built forms which help build image of city and which claims to celebrate the democracy are crushing the very egalitarian values itself.

From barbarian to kingdom to democratic set up, while social, political and economic structures have considerably changed over centuries and increasingly moving towards a flatter equitable world; structure and morphology of cities on the other hand unfortunately remained more or less unchanged; like capital complex replacing the castle, commercial and business district still occupying most prime zone and so on. Meanwhile lesser privileged and marginalized segment continued to made feel as dwarf in todays city as they used to feel in kingdom.

It is understood that all cities cannot follow a single template, but we must urgently think what could be model of a true egalitarian and utopian city where every citizen feels equally empowered.

To get a sense of what true egalitarian city may look like, government, planners and architects may try pushing capital complex to the fringe of city or making public buildings less imposing and less authoritative in its appeal or making low cost housing as a skyline and image of a city or making transit nodes at the core of high density lesser privileged neighborhoods where marginalised people walk to station and rich strata arrive using last mile transport mode or reserving most scenic and prime location of city for least privileged segment and public parks for example.

Traditions and philosophy of city planning, urban design and architectural built form needs to be revisited and some bold steps to be taken as a statement to make cities increasingly egalitarian in its reflection, functionality as well as in its spatial and built form.
