For those who are very fond of Urban Axis…

Diluting significance of urban Axis due to land constraint and transit retrofits?? 


At times you see someone being possessive or rather poetic about linearity of city architecture and geometry of urban fabric, being very peculiar about alignment of streets and visual axis, there is fair chance that he or she is an Architect and if you see someone rather sentimental or defensive about all this affair of axis and orientation, there is strong probability that you are interacting with an Urban Designer. Of course laymen also appreciate the beauty of carefully planned urban fabric and thoughtful positioning of landmark structures and public plazas etc. knowingly or unknowingly, they even travel faraway lands to witness the glory and charm of historic cities and as well as modern metropolitan cities and certainly formulas of urban patterns and  axis have great contribution in the making of a wonderful city as proven historically.

Let’s try to understand the quantum shift in the approach of city planning and redevelopment from couple of centuries back till today not to speak of future trend and try to analyze the “still un-deviated” intellectual affection for urban geometry specially axis call it inertia or stubbornness or whatever. All this in the light of mounting pressure of traffic; growing, busy and occupied population, all this in a city which is struggling everyday just to survive functionally that very day while managing the damage and backlog of many yesterdays. In a city which is going on a path very different than what perceived originally because of its changing priorities and unperceived growth, specifically in terms of transit requirements.

When Lutyen Delhi was perceived originally no one would have imagined that this very city is going to grow so much so soon that one day it will need a mass rapid transit system (MRTS) or may be more, like integrated transport system as we call it, no one thought that it will need “flyovers”? subways?? Underground transport!! Are you kidding? Elevated tracks, No way!! PRT?? What is that?? Such would have been the response of architects, Urban Designers and Planners of that time, someone go ask them, if you will, hire a time machine may be? And hence they planned wonderful avenues, boulevards, most importantly urban Axis what started as a core of city. Of course that’s the beauty and heritage of the city one can be proud of, but as city expanded the firmness and geometry of those axis and alignments got diluted, which was due to the race, race of providing accommodation and business to the exponentially growing population but still without recognizing the latent growth potential of the city otherwise they wouldn’t have planned low and medium rise land use in South Delhi and similar spatial positions at the present intermediate ring of city which they can’t really afford to! Now the focus shifted from axis to pockets, loosely arranged urban pockets, based on affordability and all. This diluting axial or otherwise geometry is also due to retrofitting, retrofitting of transit systems and development interventions and traffic management measures, like flyovers, underpass, subways, elevated tract, underground tunnel etc.

We were discussing axis, so let’s stick to the subject for a while. That colonial urban axis emerged from the need to showcase the extravagant luxury and prove their capacity, knowledge, authority and aesthetic or otherwise, while rest of the city fabric which emerged in recent decades was driven by the necessity to handle growth, priorities were different and will be different. The colonial axis was bliss to experience, still it is, while today’s axis in other parts of city is apparently agonizing an experience for many most of the time, waiting in a traffic queue today’s urban axis gives a view of more than mile long array of crawling vehicles bumper to bumper, again and again, everyday. Array of flashy car tail lights in the mirage of heat emerging from vehicles!   You can’t associate this axis with a very pleasant experience. What about aesthetic urban experience of thousands of those commuting in tens of mile underground tunnel or organic and maneuvering elevated MRT network? They don’t really come to witness the extraordinary experience which is historically associated with planned urban fabric.

Feelings attached to traditional values and formulas of what an ideal urban fabric should be have remained same while the needs and urban technologies have moved ahead. People tend to approach and appreciate modern cities and metropolis on the historically benchmarked cities and hence this disappointment. These contemporary cities demand a totally new approach of planning for preserving and nurturing its aesthetic beauty. What we seem to have achieved very convincingly historically, since centuries and beyond seems to be a big challenge today. It’s time to shed the nostalgia and comfort of proven urban design formulas and get back to drawing sheet to create new age aesthetics for new age cities in the light of new transit, growth and lifestyle needs and in the light of emerging and unexpected urban technologies and unexplored land use strategies. Though you can’t really design or plan for some urban technology or strategy which has not been invented or explored yet, but we can always keep some margin and scope today itself for future integration and urban retrofit which seem to be inevitable a phenomenon. Only one thing which is definite here is the growth, so let’s plan for growth. At least let’s try to acknowledge inevitability of growth today itself, for a better urban future, its aesthetics and character.

All said and done, fact remains that there is something really magical about the urban axis and it has repeatedly proven its worth and guess that quantum of our future city planning strategies and spatial arrangement will still revolve around it.

Planner’s Dilemma – A case of developing nation.

Choked Public Drain, Whose fault? 

Repeatedly choked public drains, is it due to under capacity drainage Infrastructure, an unplanned network, inadequately planned disposal system, underestimated growth, unexpected demand, immigration externalities, over exploitation of resources, lack of vision, out dated technology, inefficient management, uneducated population, citizens with low or no sense of public responsibility, lack of willingness, lack of database for timely assessment, no early warning system, underreported occurrence, over hyped issues,  diverted attention, prevalence of corruption, discrete tax structure for usage of public infrastructure, lack of maintenance, insufficient funds, absence of relevant law, loophole in policies, or may be implementation failure?

Drainage/ sewage disposal issue is just an example to illustrate; there are innumerable examples and issues like this in an urban setting whether its inadequate water supply, transport chaos, interrupted and poor power supply etc, and innumerable reason for the each of these issues.  It’s a very common phenomenon in towns and metropolitan cities of developing nations, but what’s the solution.

After some time of tolerance people start losing their patience due to public infrastructure system failure like this, then some hue and cry, some demonstration, followed by media coverage, then suddenly public agencies wake up, some blame game, then some investigation committee, followed by months long survey, then few months of compilation, then some kind of outcome and recommendations, by that time people already start losing their interest in the subject, by that time there are  other hyped issues to deal with, and this show goes on. Somewhere in this cycle of events planner or some planning consultancy firm gets introduced to assess the situation and resolve the issue. Do you wonder how much or how little a planner can help to resolve the situation at least bringing down the scale of chaos.

Do you see how many vulnerable points can be there in the value chain of any system as we saw in the blocked drain example? More the number of elements more the chances of failure of system.  A system with a long operational or value chain can only work efficiently, if all the possible elements of interest work efficiently individually and cohesively together as well. When an urban planner or similar is approached by public/ private agency to resolve such development or redevelopment issues, they expect an out of box magical solution. Planners can of course suggest a wonderful infrastructure solution at some reasonable cost; they can propose some implementation and regulatory strategies as well, but one has to understand that a “multifaceted urban issue” needs an “inclusive solution”. Planners need to be empowered to have a say on any or rather every element which might affect the proper functioning of any urban or regional system, even if it’s an aspect which is tangential to the core system but which can impact the system in future. Planners have to address or at least talk about each and every tangential aspect of any core issue while suggesting a solution blueprint for development redevelopment projects. For example, one might argue how a drainage problem can be related to education of citizen, they can always say while problem like this demands infrastructure solution why to talk about education? Let’s consider this.  No matter how well you plan the infrastructure, if there are uneducated users, infrastructure is not going to work as the way it was perceived and planned. Even simply being educated is not enough, there has to be education with a sense of responsibility, a sense of citizenship.

What a planner can do in this situation for example. A planner has to talk about the relevance of educated citizens in proper functioning of the public infrastructure in its strategy report; he can go to the extent proposing restructuring of school curriculum, so that users become responsible enough toward public infrastructure while they are still in school. suppose If people are educated and responsible as well but still not using public infrastructure as intended there might be flaw in signage design or placement, planners need to talk about that in its development report, they might need to talk about the role of education through technological infusion to masses through different communication channels before they are about to introduce a new technology in public domain along with ways of infusion. Similarly they need to propose some short to long term strategic inputs for all the ancillary aspects revolving around the core public system or infrastructure issue no matter how distinct they appear.

Defying purpose of sidewalks: its story of many developing cities

They sleep, they socialize, they play, they construct, they're born, they die, they live, they beg, they sell and they do everything on that thin and broken strip of exposed sidewalks, but walking. They defy the very purpose of sidewalk.













Apparently It’s not their choice; for some its fate, for some its livelihood, for some its entertainment for some its greed. Sometimes it’s the only piece of land available in a big crowded city for those poorest of urban poor, sometimes it’s the most accessible everyday market place for those returning home from work, sometime its paradise for street food lovers, sometimes its playground for street kids, sometimes its breeding ground of crime, sometimes abandoned sometimes encroached sometimes its provider and sometimes victim of business greed, used for everything, but walking. It’s the story of almost every city of developing countries. In the absence of regular, appropriate, continuous and user friendly sidewalks and footpaths across the city and without better livelihood opportunities and ample urban housing, this phenomenon is going to inevitably present itself in different forms.

Planning is an inclusive profession

Planning is a versatile and rich field.. Planning in a broader sense includes making plan for day to day activities to city and country planning and even to strategic plans for cross boundary political and trade relationship. Existence of planning as a development tool, both physical and strategic, can be traced back to the dawn of early civilizations. Urban and regional planning is a niche in this wider portfolio of planning process which has evolved through time and nurtured from the strategic experiences of mankind throughout historical evolution, so planning as a profession includes virtually every aspect of life and experience, has tenacity to learn from other disciplines, other fields of profession and from different sectors. It plays a crucial role in creating holistic environment for masses.  

Question is what we can learn from other disciplines and experiences of others. There are not only innumerous experience to be shared and lessons to be learns from other disciplines but also a better strategy can emerge from the amalgamation of different sectoral experiences, called multidisciplinary planning approach.

Dilemma of Technology: Resistance to adoption of emerging Urban Infrastructure Technology

Choice between proven technologies of past & tempting future technology

Lifespan of any particular technology is so short that people tend to miss many steps of development. Take for example, cell phones - by the time people know that a new sophisticated technology has arrived in market and they make up their mind to go for it, they realize that a more advanced version of similar technology is waiting around the corner, which is going to make the present technology outdated very soon. This ever-changing flux of development makes it harder to make a choice. Though the pace of change varies across the sectors and scale of operation, but is an inevitable phenomenon of 21st century. And its acceleratingly fast.

Can we match the pace of planning with the fast pace of technological changes? Can we afford replacing urban infrastructure at the pace we replace our cell phone or laptop? So when we plan an urban infrastructure today with age old technological components there is always a fear that very soon this infrastructure and technology is going to be obsolete, and some new method, technology, or component will be in market, and by that time it would be too late and expensive to replace the installed infrastructure, take example of any emerging technology which is going to take over old one like – Faster building Lifts, Gas insulated Switchgears, Online UV Treatment of Water, Vacuum based waste disposal, District Cooling, SCADA, Automated MLP, ever growing sophisticated Surveillance technology, etc.

The challenge for planners is to choose between the age old proven infrastructure technology and latest or upcoming advanced technology. The problem here is the additional cost of new technology as well as unproven lifespan and performance of technology during its lifespan.

Role of an Urban Planner in the light of technological advancement is to plan a flexible, scalable, and modular state of art sustainable infrastructure, which further allows a smooth transition to the next functional technology in course of time with the minimum intervention, effort, time and cost.

Barrier-free Environment: A long way to go

In the developing countries like India very little attention has been given to the planning of barrier free environment for Differently abled and old age population of any existing city. Though many of new cities and township projects consider and incorporate the design elements of barrier-free environment in actual implementation of such principals following the prescribe guidelines are doubtful and need a comprehensive survey and documentation as part of post occupancy evaluation both at building level as well as master-plan level. In most parts of the existing cities there are not sufficient facilities even for normal pedestrians like, continuous footpaths, not to speak of facilities for differently-abled and old age people. Though there are “Guidelines and Space Standards for Barrier Free Built Environment for Disabled and Elderly Persons” but there are also loopholes in term of final outcome of implementation and functionality at building and city level for creating integrated barrier free environment. These guidelines need to be mandatorily integrated with the comprehensive Transport Masterplan, Zonal Plans, masterplans, local area plans, township and housing plans. Considering the importance and urgency of issue these guidelines and standards need to be implemented as widely and as strictly as possible for the well being of citizens.

Missing active layers of master plan

Master planning process through out the recent past has remained somewhat similar across the regions and continents in spite of technological advancement. From the technical point of view (apart from creative side) development of city master plan needs a totally new approach. We need to use the technology, tools, and resources available in a best possible and creative ways. 

There are two sides of Masterplan one is creativity, other is logic. There is always some logic that goes into preparation of masterplan. Masterplan is outcome of logical interpretation of gathered data related to city and region, based on the inferences derived from the analysis of data, hence richer the data-set more sound would be the masterplan. Planners talk about smarter cities but there master-plans look like same old conventional map, most of the city planners do not understand that its high time that master planning process need to change.

Either Planners are unwilling to take a new approach to develop masterplan by exploiting the potential of available technological resources or possibly age old development guidelines are so lenient and flexible that they do not feel the need to do so. 

Its high time that Urban planners should understand the significance of active mapping layers

Apart from usual layers of masterplan like Landuse, Infrastructure, Transport Network, Settlement, Built mass, there are numerous other possible layers which can prove vital for the city planning and which are currently being ignored, Lets call them "Active Layers of Masterplan". Theses layers are dynamic and qualitative in nature in a sense there behavior keeps changing and locations shifting, but after analyzing for certain period of time a recognizable pattern emerges which can be further act as an additional layer and criteria for developing a holistic and realistic masterplan. similarly we can have many more layers and criteria to further articulate the masterplan. These no. of active layers tend to increase as we understand the significance and impact of such criteria on city planning and lives citizens, as well as when we mobilize the resources to collect as much data as possible, no. of layers also tend to increase with the advancement of mapping technology like, GIS, satellite image interpretation, etc. one Very crucial thing to understand related to these layers in totality is that all of these layers can be directly or indirectly related to and influencing each other. thence all the permutation and combination between these layers in terms of impact, should be carefully studied to logically  arrive at a holistic situational analysis and furtehr prepare masterplan. Some of the possible "Active Layers" which can be included in planning process can are as follows - 

MISSING ACTIVE LAYERS OF MASTERPLAN

- City Noise Layer /  Decibel map of city - (for livability assessment, landuse and transport planning) 
- Heat / Temperature mapping (for livability, built mass  orientation and location of city axis and public spaces, plazas)
- Day Shadow land Light Layer (for livability, built mass orientation and location,  public spaces location, walkability)
- Night Light mapping (desirability, safety and security, walkability, nightlife, understanding cold public spots,)
- Tecom and Mobile Signal mapping (accessibility, density flux analysis, concentration and movement pattern of population) 
- Time series density mapping
- Movement and Density pattern in seasonal variation
- Social interaction mapping
- Accessibility mapping,
- Mapping of Public Semi-public and private domain

Caught in the process: Urban and Regional Planning process requires a fresh approach

Flawed bottom-up process in Urban and Regional Planning

Too much focus on  process and micro management poses many dangers in planning process and leads to content deficit, blurred vision and ignorance to outcome.

Scale of Urban and regional planning demands a macro level approach to begin with. It requires a top down approach which means, vision of the planning assignment should be stated and crystal  clear and outcome after the whole gimmick of  planning process should be defined, planners need to start from there backwards up to the conceptualizing the project and steps to be taken.

whole process should be oriented towards achieving the goal. but most of the corporations, consultants, planners, governing authorities miss this vital point. for example in a normal routine planning process, at preliminary stages of projects only few senior people are involved but as the project moves towards finalization more and more people chip in and give comments which lead to major re-adjustments in the project at the later stage of project which is not good for any projects health, idea is to urge as many senior planners, authorities and stakeholders in the beginning of the project life cycle for the process of review and feedback. Another example of wastage of time in the process is that some of  the corporate bodies often miss the objective of the project, because they are so much caught n the process of corporatisation, making presentation with fancy jargon words, decorating charts, quoting someone else's statistical inferences etc. Their process is bottom up kind, they are least concerned about the future outcome of the project. they want to en-cash the opportunity of present ignoring the future.

Focus of urban and regional planning should be on analytical inferences of gathered data in terms of trends, regional context, indexing of available social and physical infrastructure, resource mobilization strategies, preparing development matrix and and strategic proposal rather than micro managing the process.



Urban Transport Surveillance in Indian Context

Only Fraction of Technology Potential is being utilised at present in India

Transport Surveillance in India is at nascent stage,  though it is vital for Transport Management of any city.
The implementation process is slow due to resource constraint and wherever it is implemented either technology is old or underutilized. While Transport surveillance covers a wide spectrum of functions related to planning and monitoring, only fraction of facility provided by advanced technology is being used in India at present. Urban Transport Surveillance is capable of capturing, processing and analyzing huge amount of data in real time and provide timely information to manage the complex nature and unpredictable nature of urban transportation. 

Urban Transport Surveillance package can include many functional and analytical aspects depending on the needs of client, It can give real time traffic movement feed on map by collating all the data captured from different strategic locations like Junctions, Transit Nodes, Multimodal Hubs, which can be accessed online by commuters, It can give stress alarm in case of congestion level and can suggest alternative route to commuters, can inform relevant authorities and departments regarding the stress situations, like damaged vehicle, damaged road of facility, accidents, fire, congestion etc. These technologies have intelligent alalytical tool witch can identify the actual cause of transport stress, for example, it can identify and track the cause of transport conflict, like unidentified objects, Vehicle in stress or any intentional mischief like vehicle going in wrong direction or person crossing the road at wrong place and time, based on pre-installed object templates using size, speed and direction of object, and can warn manual surveillance unit to take immediate action.It can also do behavioral tracking with or without manual assistance, which includes identifying person in stress, or in danger, or tracking suspicious behavior etc. In-spite of such wonderful facilities provided by urban surveillance technology we are utilizing only a fraction of it , and mostly in the monitoring of traffic rule offenders, and to issue challan or fine, which should be tackled by educating citizens backed by strict traffic regulations rather than relying on expansive cameras. Camera and surveillance infrastructure if to be installed or in place, should be used for wider purpose of integrated traffic management and transport research, rather than just recording or monitoring small fraction of traffic rule offenders.

Intercity travel congestion - Need for a new regional planning approach

Regional Development Plans in terms of intercity mobility plan are long term planning process which are primarily Policy level decisions and most of the time such projects remain stagnant at strategic level. Very few of these projects gets implemented in time while situation keep becoming increasingly critical, for example- intercity traffic congestion.

Most of the proposed projects are capital intensive and hence undergo long review process and witness relatively less thrust from political arena, while other mounting  large numbers of smaller projects at urban level demands immediate attention at the same time and witness  more political willingness, due to relatively shorter implementation period and medium to small  investment in comparison to regional development project, particularly in Transport sector. 

At national and regional scale government has so many pressing priorities in terms of public welfare and social infrastructure like, health, education, water and sanitation etc. that they tend to push  back some elements of physical infrastructure projects like upgradation, widening of existing intercity roads, crucial regional transport junctions, new bypasses, and expressways link roads.  In regional transport plan another reason of choked intercity transport corridors and delayed project implementation is that regional plan are placed lower in terms of prioritized projects, because their immediate priorities are close to core of the city and as we go further from center of the city nature of project starts changing from urban to regional, and projects in regional category are part of later phases of the projects and mostly strategic in nature with some physical planning proposals. 

Need is to identify and prepare  exhaustive list of planning indexes like, demography, revenue, technology,  covering large spectrum of subjects and society, and based on those index a blanket matrix should be created to arrive at more realistic priority list of project.

Integrated Infrastructure for Sustainable Urban Planning

Integrated infrastructure is the key to sustainable infrastructure planning. Planning at Urban or Township scale involves an intricate system of utility infrastructure like power, water, sewage, drainage, HVAC. All these utilities and services need to co-exist together while every system plays a crucial role in proper function of city as a whole. 


Integrated decentralization for planning

Integration and decentralization both have their own advantages. Integration has some fundamental befits like - optimized resource, saved time, centralized supervisory and partial control, possibility of automation, less manpower requirement, wastage control, resource efficiency etc. while decentralization presents its own set of benefits like- better management and control, output efficiency, better understanding of the system, better control, modular unitisation, replication, last mile value addition etc. but for a sustainable urban infrastructure planning a hybrid these two systems should be used which we can call “Integrated decentralization”. It would advantages both the systems fused together for best results and optimization.
